Description
in /main/admin/course_category.php, click on an existing category, then click the category creation icon and create a category.
This should create a "sub" category of the first, but instead it creates a root category.
Please review and fix.
Apparently broken since 1.9.10

I've fixed the issue I had with this (in the end it was possible to create a subcategory but not to edit it) in both 1.9 and 1.10. Closing.
