Add option to prevent "login as"
In specific cases, an institution using Chamilo might not want the Chamilo administrators to be able to "login as" another user (for example, when privacy issues are very important).
In such cases, it is necessary to put a configuration.php setting so that the Chamilo admin cannot change the setting itself.
In multi-URLs scenarii, it might also be desired to have an admin-interface setting that only prevents local administrators (as opposed to global) to "login as", but not the global admin.
Develop a feature with two levels: one configuration-script level and one web-configuration setting (in the database), the first one (script) having priority over the second one.

This has been implemented already (in 1.9.x?) and just needs to be passed to database when passing all these "pending" options to 1.10.
The option $_configuration['login_as_forbidden_globally'] was added to configuration.dist.php and it's been tried for several months on a production server.
