Description

Is still settings still necessary? We haven't developed the extra User Heading anymore so I guess this setting can be dropped too?

I confirm it is not, to my knowledge, used by anyone anymore in 1.8. I think it should be removed, but the feature of adding extra user fields at the system level should largely compensate the loss of this field.
This, however, should be mentioned in a changelog somewhere, to be used for users migrating from 1.8 to 2.0, to know that this feature has been lost.
Do you have a changelog already? If so, where is it? If not, where can I put it in the current hierarchy?
