Error when modifying global group option "A user can be member of maximum X groups"

Description

Hi,
if you add a user in two groups, you cannot set global group option "A user can be member of maximum X groups" to 1 even if you ave emptied all your groups.
See attached

To check this you can do :
- create 2 groups
- add a user in both groups
- empty all your gr

Set global group option "A user can be member of maximum X groups" to 1. You'll have an error

I can't reproduce the bug in my local pc with the latest version of mercurial.
- I have created 2 groups
- I have added a user in both groups
- I have unsubscribed all users in both groups
- I have set global group option "A user can be member of maximum X groups" to 1
- It worked fine. The setting was changed successfully

Tested! it works in stable.chamilo.org too. It seems to be a problem with the cache.
