GRB - System annoucement doesn't appear in the course tab

Description

Hi,
system annoucements appear just in the Home tab, and not at the top of the My Course tab, like before.
Users not often go back to the home page when they are logged in.

If you use a SSO, you don't have to log thrue the common login page and you don't see annoucements.

(May be it could be a plugin.)

Agreed. This should be an option in 1.10 though (show_system_announcements_in_courses_list)
