Allow group admin to choose whether his group sends e-mails or not
Spammers are starting to hit the free campus, so we need a way to avoid spam impacts (going to add a few of these tasks)
Any message hitting http://campus.chamilo.org/main/social/groups.php?id=1#topic_ is currently sent to 3200 users by e-mail
Add a social group setting that will allow the admin to choose whether an e-mail is sent to users on each new message or not. The user can choose his own setting (he can opt-in), but the default is the one selected by the admin.
