Description

This option should be always true. So we should remove that option in the admin settings

Use a title for the document name
This will allow the use of a title for document names instead of document_name.ext

Agreed, but I'm worried about people upgrading from a Dokeos installation without this option. We should put a warning in the Changelog (Known issues) that says:

- The option to NOT use a document title different than the filename in the documents tool has been removed. This means that if this setting was not set to the default option in your Chamilo option or if you have a very old installation that you have been upgrading over the years, you might experience problems accessing the documents. In this case, we recommend contacting an official provider of Chamilo to take this migration in charge.

If you add that to the changelog, you can remove the option for me. Please use the "see #3781" comment in your commit to relate to this task, it is much easier for review than the google code link (because it also gets the commit's comment).
