CSV - delete users never processed

Description

CSV files with the action delete user is not processed. It's mainly for testing purposes: the users have not been active in the system, aren't linked to a course and have still an empty repository.
Manually deleting users is not a problem, but rather time consuming when we have to delete over 20.000 users.

There is an error in the CSV you uploaded (first string isn't read well), that causes always to use the default action (add). When I open the CSV and export it again in Excel, the deleting works.

I still can't delete users. Can you indicate the error in the CSV? It's the same one as the CSV for adding users, the only difference is the action.

It's not a visible error but the first string (word) of all your CSV files is read as "action". Because no "action" is found, always the default one is chosen (add). That's why adding works but deleting doesn't.

The attached file is the CSV I get when resaving your file and it works.
