Discussions tab does not cause "New message" function to default to the "discussion" type

Description

There are two ways of handling personal messages, namely normal messages and discussions. When making a new message, a radio button appears to let you select which one to send.

However, when you go to the Discussions tab, and then click the "New message" link, the type does not default to a Discussion, despite the fact the breadcrumbs specifically show you to be in "Discussions -> Create New Message".
