The scoring used by a matrix question is that a row must be wholly correct before the points for it are awarded (principle of all or nothing).
I assume from the attached image that the row scores are A: 1, B: 2, E: 1 & C: 2.
Your screenshot indicates that in rows B & C, that column D was not checked, when they should have been, leading to zero scored for these rows, as they are partially incorrect, leaving only the points for rows A & E to be awarded as they are wholly correct.
Were each row to be worth a single point, the score would be 2/4.
