This is an interesting suggestion that goes further than just import and export. Importing and exporting could probably use some kind of standard dictionary micro-format to make it possible to import-export definitions from online dictionaries. As far as I know, there is no such standard freely available. I'll try to look a bit more for that.

This being said, the objective of this task is to add the glossary to the course backup/restore tool, and it should be in 1.8.7 beta (don't forget to add it to the changelog).

Import/Export is now possible through CSV (since version 1.9, I believe).
