Not possible to install Chamilo if MySQL database does not exist

Description
It's not possible to install Chamilo if the database does not exist in MySQL.
You get a warning: Chamilo could not connect to the database, please verify your settings.

This does not happen on a regular installation, did a couple of fresh installs during the last days/weeks.
Please check if the user you specify in the chamilo installer has sufficient rights, the user should be registered in MySQL and have all rights on databases. This sounds like the user you created doesn't have the right to create the chamilo database.

Retested, all works fine. Possible local rights problem.
