Description

there are many reasons why users who are not officially subscribed to a course would want to view some information of a course:
students want to sometimes view the material/information of next year's courses
students want to sometimes view the material/information of optional courses before making a choice
other teachers may want to review information of a colleague's course
some courses might be relevant to the whole student community
people from visitation-commissions might want access to a course
...

this does not mean these people should appear on the user-list, be able to subscribe themselves to course-groups, take assessments, receive announcements in their mailbox, ...
so we should allow the possibility to open a course up (give view-rights on everything where no specific, more restricted view-rights are set) to all users (including mr anonymous) or to all platform users.

Nathalie,

Before you start implementing this feature (don't forget in DEV!!) I would like to know all the implications when adding this new feature. It looks like something we can only do with some dirty tricks ..
Hans, do you have some thoughts about this? We should really clear this one out before starting development.

it's a simple case of extending the existing feature where you can mark a course as "open" or "closed".
I have added 2 possibilities "open to world" and "open to platform"
