You want to try and do it before 1.8.6, or you are just asking for it?
Ideally, the export classes could be reversed to make an import version (you already have all the necessary structure definitions in the export classes) and that would be a really nice feature to have in 1.8.6. In fact, I can add this as a CONPAR bug so you can reassign the credit to something else later on :-)

You can work from the QTI classes available in main/exercice/export/qti2. You should create a similar set of classes in main/exercice/import/qti2 and make sure these read the IMS/QTI2 format and put them into Dokeos.

I suppose this would make much better use of the XML functions available in PHP5 (look for DomDocument and SimpleXml classes in PHP5 documentation). There are lots of good literature around to learn how to use SimpleXML and DOMDocument with XPath to make it simple and efficient to parse an XML file (IMS/QTI2 is in XML format).

i did it failure as i know nothing abut it.

i had use the ilias and build about 2000 questions,but i think the dokeos is better than other LMSs so i try it.

and i had learn it about two months and had do nothing.

It seems the Dokeos 2.0 team is implementing an IMS/QTI2 importer. I'm not sure that will help you, but we don't have time to implement the importer right now. If you really need it, you might file a request for professional ($) support or try to develop it yourself (but you will definitely need some skills there).
