Description
first: you publish a system announcement as administrator
second: log in as normal user and view the system announcement
the breadcrumbs shown their are not very ok for the end user: "Administration"
Of course the access is not allowed for the Administration package but these breadscrumbs should be changed.

implemented a small check in the admin_manager's display_header() function to simply create new breadcrumbs (empty) in case of a non-admin user, and use the instance in case of admin. This way everywhere in the admin app the breadcrumbs will be hidden for regular users, and shown for admins.
