Could you elaborate on this? All admins have equal rights (all rights for that matter), so I'm not sure what the problem is.

If an other admin is creating an external connection ( for example Google Docs ), other admins are seeing this also.
If this is a design choice, then it's not a bug.
I thought the "External Content" option is a private user setting ( in its own repository ), not a global setting.

Making a connection between Chamilo and external services requires configuration on both ends, so whereas the actual connection is user-based (if it's a service that requires authentication), the availability of the connection is not user-based. If necessary, individual non-platform admin users / groups can be prohibited from accessing / using one or more external connections.

Who knows in the far future, but right now ...
