course type settings not implemented

Description
not all course type settings are correctly implemented when creating a course of that particular type: e.g. visibility & availability of tools does not follow the course type settings

Course type settings are either locked, and used as actual settings or not locked, and used as a template to create a course but the course administrator can change these settings for there specific course.

I know this, but the initial settings of the course type are NOT implemented, without any action of the course admin

In the png attached you set the settings for the tools for the course type 'community'.
When creating a course within 'community' these settings are not 'inherited', everything is on automatically.
This is totally counter-intuitive to say the least.

Nothing seems to be solved: when creating a course of a certain course type, none of the settings of the selected course type as to e.g. layout, tools (availability and visibility), rights are implemented in the course creation form: it seems that this form is central to the problem.
Solved: probably buffer problem in browser
