Disk quota per user not per course

something very important has changed: while in the 1.x branch disk quota are set per course, in the 2.0 branch disk quota are set per user. (correct me if i'm wrong, maybe there is some setting I haven't noticed yet)
while this is logical in the new set-up it takes more "managing" of the disk quota per user.
the amount of disk quota a teacher gets should be increased when he/she has more courses.
A teacher with 20 courses will need more space then a teacher with only 1 course.
We can calculate the number of courses a teacher has and change the quota accordingly in our own nightly-updates scripts but maybe we could think about making it an admin-setting in chamilo as many users will have the same "problem" with the new way of working.

A new quota manager is implemented in C3 Connect. Can you test the new functionality please to see if your feedback is still valid?
