Here is the error I get in the Apache error log after clicking on publish in the notes tool:

PHP Fatal error: Call to a member function set_owner_id() on a non-object in /srv/www/htdocs/chamilo/application/common/repo_viewer/component/creator.class.php on line 125, referer: http://10.68.10.95/chamilo/run.php?go=courseviewer&course=1&application=...

This is what I get in the streaming video tool:
