Description
For the moment it is not possible to publish to a coursegroup and it is also not possible to restrict the students publishing possibilities.
- By course settings it should be possible to deny the possibility to publish to everyone in a course for example.
- or to let students publish to a CourseGroup, or only read the courseGroup (confirm the public, private settings in 1.8.5)
- or to let him publish only in the dropbox and not in the root dir....

This seems to be a lot of roles and rights for the course module and we are not able to provide this for 2.0

There might be a quick shortterm workaround for the moment by adding a view-right to the categories.
so even if you publish for everybody in a category that is only viewable for certain users, only the users who have view-rights on the category will get to see the publication (category should be hidden to users with no view rights)
in the long term you should be able to select to publish for
- everybody
- specific users
- specific platform groups subscribed in the course
- specific course groups
if nobody has time to work on the full implementation, we will be implementing the short-term workaround for september

Are we talking about the same kind of publication? In the courses it's perfectly possible to publish things for everybody, specific users, specific platform groups and/or specific course groups as far as I know. Or are we looking at this solely from the perspective of the "student" in a course in this issue?
For students I can see the following being important:- Can he actually publish? > could be a course setting or perhaps a right per tool / category
- Can he publish for everyone or only only for those people who belong to groups he belongs to himself? > could be a course setting
Depending on the solution, different use cases are possible.
EDIT: There does seem to be something wrong with searching for those groups though, the behaviour of the element finder is inconsistent to say the least.

the functionality is there to publish for
- everybody

- specific course groups
so this feature has been implemented but it still contains bugs, like you said: sometimes not finding coursegroups, sometimes showing coursegroups from other courses.
I will make a bug issue for this
