Description

users are not being imported.

I created users, did an export to csv, re-installed and then tried to import the users with this csv and I get an error on every user:
11 users not imported

when doing first an export of the same users to an xml file I get a message saying "Users imported" but the users are not created

I fixed the csv: apparently no action is added to the csv file when exporting, so now I let the importer assume when no action is given that the action is Add.

Importing xml files isn't complete yet it seems.

Because of the changes, old exports will not import correctly. U need to export them again.
