not possible to create a survey
required field 'survey context': drop down menu is empty

The main problem is the way content objects are currently installed. There is no real way yet to do "extra" things like adding settings for them, creating a sample object in the administrator's repository for each object type. All it does right now is create all storage units, which is insufficient to say the least.
In the case of surveys, survey contexts are not dynamical objects, they can't be defined at runtime. Basically they are a way to automatically fill certain variable fields in survey questions and / or pages. E.g. when asking a student what he thinks about a certain course you of course want to display that course's name, but you don't want to end up creating 1000s of questions for each possible course, hence the variable.
These kinds of contexts require a link with a backoffice application (student administration in this case), so there is no easy way you could let the end user define these things. That however does mean we need some kind of extra step in the installation process to make sure this kind of thing is possible (and other future occurences of the same issue, which there will no doubt be).
