Description
it is not very clear to me how the rights templates are supposed to work. When trying to figure this out through the interface I found some problems
Administration->rights->rights templates->browse rights templates
- action bar item "Manage roles and rights of this user in this blog"
--> incorrect translation and does not work ("no user selected" error but there are no "users" that can be selected
- "manage rights templates"
--> Fatal error: Call to undefined method Application::get_selecter() in /var/www/CHAMILO_HG/rights/lib/rights_template_manager/component/configurer.class.php on line 87

The second part has been resolved.
But I cannot answer the 1st question.

This seems not up to date anymore because templates are now embedded into the rights editor manager and there are no locations anymore at platform level.
